How to Access Information for Former Residents of HRC or Their Family Members

Former residents of the Huronia Regional Centre or their families who want to access their personal resident files can obtain them from the Ministry of Community and Social Services at no cost. There may be two types of files to request, both the residential file and institution files.

The Ministry of Children, Community and Social Services will work with former residents and their families or appointed guardians to complete a brief form which will ensure the confidential information in their resident file is properly forwarded. There is further information at https://fourinfo.cioc.ca/record/ORI0083?

Cate Parker, Freedom of Information and Protection of Privacy Coordinator - Senior Manager is responsible for this process and can be reached by Phone: 1-416-327-6101 or Email: cate.parker@ontario.ca

The Ministry has two roles: to protect the privacy of a resident’s information but also to ensure access to information.

In the past they have asked family members to prove their relationship which can be difficult or even impossible for families torn apart by institution placement. Therefore those responsible have said they will consider each request respectfully and there are no privacy protections for people who died 30 or more years ago.

The HRC Class Action Settlement required the government to create a registry listing people who were buried in the HRC cemetery. The HRC Cemetery Registry they created seems incomplete but can be found now at https://kmlaw.ca/wp-content/uploads/2016/05/HRC-registry-alphabetical.pdf or https://kmlaw.ca/wp-content/uploads/2016/05/HRC-registry-chronological.pdf
